Zinnia is one of the two overarching antagonists (alongside Deoxys) of the 2014 video games Pokémon Omega Ruby and Alpha Sapphire.
What Makes Her a Light-Novel Hero?[]
Heroic/Honorable: Zinnia attempts to summon Rayquaza to destroy the oncoming meteoroid which endangers the world, though her actions to summoning Rayquaza could be viewed as villainous.
Highly Intelligent: Zinnia initially manipulates Team Magma/Agua to awaken Groudon/Kyogre to summon Rayquaza. When her initially plan fails, Zinnia successfully steals Key Stones from various Pokémon Trainers and uses them to summon Rayquaza. When she sees that Rayquaza admires the player’s character instead of her, she teaches Rayquaza Dragon Ascent. Throughout her plans, she has shown her skills in Pokémon battle.
Overpowered: Though Zinnia's Pokémon are weaker than Rayquaza, her Pokémon could be challenging. Zinnia is skilled at Pokémon battle, which allows her to defeat members of Team Magma/Agua, including Maxie/Archie, the leader of said team.
Snarky: Zinnia can be sarcastic. A prominent example is that she says that “you guys need some imagination” to show her opposition to the plan of sending the oncoming meteoroid to another dimension.

I vote to Yes. Despite she is one of the overarching antagonists, she actually attempts to stop the world-destroying meteoroid and is a well-intentioned extremist.
